I agree in that if you're living in the U.S. its more than beneficial to know the language. But I don't know if people should be obligated. Are you talking about some kind of law/bill being passed? OR are you talking about enforcing it in schools at a young age? (Which is sort of already being done with ESL schools)
Yes I feel that if you're living in the US then you should make it a priority to know the English language if you haven't already done so. I know people who have never bothered to learn their respective language of the country they live in and I have no idea how they get around or how they find jobs. Just because you aren't a native of the US, doesn't mean that you should expect other people to already understand you. If you have the opportunity to become bi-lingual, then why not take it?
